<span class="dropCap">S</span>ince giving a copy of <em><a href="http://www.ronpaul2012.com/store/miscellaneous/the-2012-ron-paul-family-cookbook/" title="The Ron Paul Family Cookbook" target="_blank">The Ron Paul Family Cookbook</a></em> to Adelaide, she has made <a href="http://www.rickety.us/2012/01/ron-paul-banana-nut-bread/" title="Ron Paul Banana Nut Bread" target="_blank">Banana Nut Bread</a>, <a href="http://www.rickety.us/2012/01/ron-paul-orange-rolls/" title="Ron Paul Orange Rolls" target="_blank">Orange Rolls</a>, and now Ron Paul Original Chocolate Chip Cookies. </p>
<h3>Ron Paul Original Chocolate Chip Cookies</h3>
<p>Cream the following ingredients:<br />
1 cup Crisco<br />
1 cup granulated sugar<br />
1 cup brown sugar<br />
2 eggs<br />
1 tsp. vanilla</p>
<p>Dissolve 1 tsp. baking soda in 1 tbsp. hot water and mix with:<br />
2&frac14; cups flour<br />
1 tsp. salt<br />
1 cup chopped nuts<br />
1 large bag chocolate chips</p>
<p>Drop by teaspoon on cookie sheet and bake at 350&deg; for 10 minutes.</p>

I didn&#8217;t add nuts, and I only put one regular sized bag of chocolate chips (opposed to the large bag it calls for), but they seemed to turn out rather well. The recipe made 4 dozen large cookies, and we ate 2 dozen that night, another dozen yesterday, and I sent the last dozen with Steven to work today. Overall, I think they were a big hit.</p></blockquote>

<p>Adelaide says:</p>
<blockquote><p>I&#8217;ll send orange rolls home with Jill for you to try. I made them last night and refrigerated them overnight so we could have hot rolls for breakfast. I used a cookie sheet instead of a 9&#215;13 pan, and some of them burnt on the bottom (the filling spilled out, which maybe doesn&#8217;t happen with the pan?) So I&#8217;ll have to try it again using two 9&#215;13 pans to see if they turn out better, but they still tasted great!</p>
<p>You could easily half the recipe for only a dozen rolls. Also a package of active dry yeast is equivalent to 2  tsp (in case you use a jar of yeast, like I do.)</p></blockquote>
<p>I ate three of the rolls and they were mighty delicious. Adelaide, you should have sent over a whole plateful. </p>
<p>I gave out the recipe for the Banana Nut Bread but this time get the Cookbook and support the Ron Paul Campaign.</p>

I gave one of the cookbooks to Adelaide and she made Banana Nut Bread, with a slight change of ingredients:</p>
<blockquote><p>What I did different: I didn&#8217;t use nuts, as we didn&#8217;t have any pecans, which is what I like using in banana nut bread. Also, I used 2 mini loaf pans instead of a regular sized loaf pan, but still cooked it for 45 minutes.</p></blockquote>
<h3>Ron Paul Banana Nut Bread</h3>
<p>&frac12; cup sugar<br />
2 eggs<br />
3 ripe mashed bananas<br />
2 cups flour<br />
1 tsp. baking soda<br />
&frac12; tsp. baking powder<br />
&frac12; tsp. salt<br />
3 tbsp. milk<br />
1 tsp. vanilla<br />
1 cup chopped nuts</p>
<p>Mix and bake the ingredients at 350&deg; for 45 minutes.</p>
<p>So how did it taste? Adelaide said:</p>
<blockquote><p>Oh, and it was really good. We ate one of the loaves yesterday (which is when I baked it) and have devoured most of the second one today.</p></blockquote>

<h3>Inheritance Tax</h3>
<p>The largest inheritance tax on record in the United States was lately received by the state of Utah. The check, dated March 1, 1911, was received by State Treasurer David Mattson, on the 9th of March, from Mrs. Mary W. Harriman, executrix, and was made out for the amount of $798,546.85, being the inheritance tax on the late Edward H. Harriman&#8217;s property in Utah.</p>
<p>The legislature on the 10th passed a bill appropriating $750,000 of the amount towards the building of the state capitol, in Salt Lake City, which had been arranged for earlier in the session, and for which a bond issue of one million dollars had been authorized.</p>
<p><em>[The story also appeared in <a href="http://query.nytimes.com/mem/archive-free/pdf?res=F10A15FF3F5517738DDDA90994DB405B818DF1D3">The New York Times</a>. The inheritance tax was 5% on $15,980,937 of Union Pacific stock. The Union Pacific Railroad was incorporated under the laws of Utah, hence payment to the state. In 2011 the Federal estate tax was 35% with Utah no longer having an inheritance tax nor an estate tax.]</em></p>
<h3>Corporation Tax</h3>
<p>The corporation tax provision in the Payne-Aldrich tariff act was held by unanimous opinion of the United States Supreme Court, rendered March 13, to be valid. The decision was announced by Justice William R. Day, appointed to the Supreme Court from Ohio, in 1903.</p>
<p>The opinon was an elaborate treatment of the subject, and the tax was declared to be an excise tax on the doing of corporate business, and not a direct tax on the ownership of property. It was held that the tax was not applicable to the real estate &#8220;trust&#8221; of Boston, and the Minneapolis syndicate, since they were not &#8220;doing business&#8221; within the meaning of the law.</p>
<p>An income of approximately twenty-five million dollars annually will be assured to the government by this decision.</p>
<p><em>[In 2011, Federal tax rates on corporate taxable income varied from 15% to 35%. In 2010, 6.6% ($138.2 billion) of Federal revenue came from corporations.]</em></p>
<h3>Income Tax</h3>
<p>The national income tax amendment to the national constitution, submitted by resolution of Congress in July, 1909, has been acted on favorably this year by nineteen legislatures, eleven states have thus far rejected it. Since the amendment must be approved by three-fourths of the states, nine more states are necessary for favorable action.</p>
<p>Since the constitution fixes no time limit to legislative action, the legislatures which rejected it this year may approve it next. Utah so far has not joined in favor of the proposed measure.</p>
<p><em>[On February 25, 1913, the amendment was ratified by the necessary three-fourths of the states, and became a part of the Constitution. On October 3, the Revenue Act of 1913 was enacted which re-imposed the Federal income tax. The Connecticut, Rhode Island, and Utah legislatures rejected the amendment. <span class="dropCap">T</span>he Second Amendment, adopted on December 15, 1791, is the part of the Bill of Rights that protects the right of the people to keep and bear arms. Recently the Supreme Court ruled that the Second Amendment protects an individual&#8217;s right to possess a firearm, unconnected to service in a militia. The Court also ruled that limits placed on the federal government also apply to State and local governments.</p>
<blockquote><p><strong>A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.</strong></p></blockquote>
<p>The version above was passed by Congress. The version ratified by the States does not capitalize <em>militia</em> or <em>arms</em> but does capitalize <em>People</em>.</p>

<p><span class="dropCap">T</span>he Revolutionary War left many of the colonies deep in debt because of borrowing for troops and weapons. States tried to pay back these debts in Continentals, printed by the Confederation Congress, but people wanted gold and silver that had real value. Each state was printing its own money, causing disputes over what each currency was really worth.</p>
<p>The Confederation Congress could not raise taxes nor use a court system to force states to trade with each other. Some farmers refused to pay taxes and took up arms causing the federal militia to be called out to stop the rebellion. Obviously a stronger national government was needed. From this need evolved our current Federal Government.</p>
<p>A number of people recently have expressed delight that the Federal Government may have to close down. They feel that we would all be better off with no national government at all. Clearly, if history is understood, we cannot return to the days before the Constitution and all the problems a weak national government entailed.</p>
<p>Rather, we need to insist on the government the Constitution gave us. The set of fundamental principles and established precedents detailed in the Constitution outline how we are to be governed. If the Founders thought that no national government was necessary, they would never have met in Philadelphia and given us the Constitution.</p>
<p>The real problem is not that we have a national government but that Washington has overreached its power, overspent its budget, and overrun state sovereignty. A reduced, reformed national government, restricted to its enumerated powers, should be our goal.<br />

<h3>Notion of Consensus</h3>
<p>Today’s conventional wisdom touts consensus as the ideal for a congress or legislators to seek. However, conventional wisdom isn’t always right or wise, nor is consensus necessarily a noble goal. Consider this:</p>
<p>Consensus means average. Do you want our ambitions to be just average? In addition, the authors of our Constitution constructed Federal law as a system of checks and balances on government &#8212; not as a consensus building document. Our founder’s design for legislating dictated that concepts are to be brought before the separate chambers of Congress where discussion about elements described in bills occurs.</p>
<p>After receiving the bills, Congressional members make their most persuasive arguments for or against the bill. After all members that want to have had their say, the vote for supremacy follows. Based upon the vote, the bill is either accepted or rejected by the Congress. The agreed upon bills are referred to the President for his concurrence and signature before succeeding to become law.</p>
<h3>No Requirement for Consensus</h3>
<p>The foregoing is a simplification of the process but illustrates that there is no requirement for consensus at all. Attempting consensus connotes horse trading which leads to corruption. In the vernacular the products are called earmarks among other appellations.</p>
<p>Slavishly striving for consensus as a goal rather than good government is an aberration of Constitutional intent. Poor law deserves no confirmation. Why would a legislator agree to bad law for the sake of being recognized as one who grants concessions searching for affability, or worse &#8212; corruption?  If there is merit to the bill and enough voting members are sufficiently convinced, then the bill becomes law. Otherwise the bill is rejected and good riddance. Compromise rather than rewriting the bill or rejecting it leads to bad law. Further, the collusion of legislators who engage in passing laws strictly to appropriate funds for special interests whom they are dependent upon for campaign contributions is an abomination on the noble act of making laws for a free people.</p>
<h3>A Shoddy Rationalization for Corruption</h3>
<p>“Bringing home the bacon” is a popular misconception about governing. What if the bacon isn’t needed and who pays for the bacon? For example, what is the public good of forcing the Armed Services to accept weapons systems because some legislator is skillful at under the table deals? Who can justify taking money from a struggling family and giving it to someone for purchasing services we don’t need? It follows the “bacon” is a shoddy rationalization for corruption. Thankfully that notion is being challenged by the Tea Parties. Moreover, our Constitution doesn’t require compromise or dirty dealing to pass laws. Law making simply requires a vote. Our Constitution is not designed to make passing laws easy. Passing bad law is supposed to be hard to do.</p>
<p>Experience show us that Legislators are conditioned to fear being labeled an obstructionist if they don’t compromise. My experience is that if one takes a principled stand he loses some votes and gains others. Then there is the oily legislator that refuses to take any stand fearing voters on both sides of the proposition. Where is the dignity arising from being mendacious?</p>
<h3>Collision Between Parties</h3>
<p>Where has consensus gotten us? Consensus got us into a national debt for one thing. After the Republican drubbing during the 2008 election, all the talk afterwards was that Republicans needed to be more like Democrats if they were to regain power &#8212; that is a false premise.</p>
<p>Getting along, loosely tabulated, since 1939, is what kept Republicans in the minority for thirty years. Republicans have held both houses of Congress <a title="Composition of Congress, by Political Party, 1855–2010" href="http://www.infoplease.com/ipa/A0774721.html">only 14 years</a> while Democrats count 68 years.</p>
<p>Best government depends upon Collision between parties. Without collision, we suffer collusion. On a collusive basis, why have parties at all? We don’t all agree about everything nor should a vibrant nation be a Johnny-one-note. Parties help us to avoid open civil warfare.</p>

I came across an interesting site called <a title="YouCut website" href="http://republicanwhip.house.gov/">YouCut</a>. YouCut is billed as a project to change the spending culture in Washington. Here is how YouCut describes itself:</p>
<blockquote><p>It allows you to vote, both online and on your cell phone, on spending cuts that you want to see the House enact. America is at a crossroads and the choices we make at this critical time will determine what kind of country we want to be. To get back on the right path, Congress must start to make some choices that simply can&#8217;t be delayed any longer. While we won&#8217;t be able to solve our deficit problems overnight or with one silver bullet, we can and we must begin to replace the culture of spending that now dominates Washington with a culture of savings. Just imagine if your government was as focused on saving money as it is on spending money.</p></blockquote>
<p>The site has just begun and only has five spending cuts at the moment to vote on. Citizens can <a title="Submit you idea" href="http://majorityleader.gov/YouCut/">submit their ideas</a> for spending cuts. You don&#8217;t have to register, just give your email.</p>
<p>Here are the the spending cuts listed as of this morning:</p>
<ul>
<li>Presidential Election Fund &#8212; $260 million in savings</li>
<li>Taxpayer Subsidized Union Activities &#8212; $600 million in savings</li>
<li>HUD Program for Doctoral Dissertations &#8212; $1 million in savings</li>
<li>New Non-Reformed Welfare Program &#8212; $2.5 billion in savings</li>
<li>Eliminate Wealthier Communities from CDBG &#8212; $2.6 billion in savings</li>
</ul>
<p>The following are ideas I submitted to save money:</p>
<ul>
<li>Leave Iraq</li>
<li>Leave Afghanistan</li>
<li>End alternative energy tax credits</li>
<li>End the child tax credit (but retain the exemption)</li>
<li>End the mortgage tax deduction</li>
</ul>
<p>I don&#8217;t know what the savings to the country would be with my suggestions. We will see if they come up for a vote online. Apparently, each week they will take the winner of the vote and try to force a vote in congress. Representative Ander Crenshaw said:</p>
<blockquote><p>&#8220;We are going to bring it up next week, vote on it, and force a vote as long as we can week after week after week.… So there are going to be a series of small cuts. We are going to address it one spending cut at a time. If you cannot address the little things how are you every going to cut the big things?&#8221;</p></blockquote>
<p>Well, we shall see. If no spending cuts take place YouCut will have been a big waste of time. Perhaps it would have been useful to raise awareness and a source of a blog post. However, in the current climate I am hopeful it will help to keep voters focused on November and to vote out the big spenders.</p>
